| The meeting was held to provide homeowners with
information regarding the sewer extension project for Perth Hills
and Letort Manor. Information which was provided included a
background of the project, an anticipated project schedule, what
homeowners can expect during the project, costs to homeowners, and
which properties are included in the project. Manor Township & LASA completed a State-mandated Act 537 Plan. The Plan, required by the PA Department of Environmental Protection (PA DEP) took approximately 6 years to complete. It is a 20-year sewage facilities plan which evaluated sewer needs in Manor Township, including existing public sewage facilities and on-lot systems. The Plan was adopted by Manor Township on July 5, 2006 and approved by PA DEP on June 13, 2007. The Plan identifies Perth Hills & Letort Manor as needs areas. These are areas for which sewer extension is needed, based on data gathered during the Act 537 Plan project and PA DEP criteria. Manor Township & LASA are required by PA DEP to complete the sewer extension project within 5-years of Plan Approval by PA DEP, which is June 2012. The project is expected to take 3 ½ years to complete. The anticipated project schedule is: Design: Fall 2007 – Fall 2008 Construction of System: Fall 2008 – Fall 2009 Begin Homeowner connection to system: Fall 2009 Project Completion: Spring 2011 This schedule provides for compliance with the June 2012 compliance date for the project and allows for some flexibility in the event of delays. During the Design Phase of the Project, Survey work will be completed for neighborhoods & individual properties. During construction, there will be trenching and excavation in the roadways and other areas where the lines need to be installed. Once construction of main system is complete, homeowners will hire a plumber to run lines from house to a connection point. Historically, homeowners were given the opportunity to determine the location of the connection point along the street. (i.e. if the sewer main is in the street in front of the house, homeowners will locate the connection point as directly in front of the house or to one side of the house or the other based on the location of the existing septic system piping.) Once construction of the collection & conveyance system is complete, notification mailers will be sent to homeowners telling them to connect to the system. Based on Township Ordinance, homeowners will have 60 days to connect following notification by Township. It is anticipated that notification mailers will be sent to homeowners sometime in 2010. Additional meetings will be held & letters sent to homeowner to provide updates on project status and provide guidance for the work that must be completed by homeowners. Information contained in the letters also will be posted on the LASA website. Cost to Homeowners: Presentation by LASA representative. The properties included in the project are the Letort Manor and Perth Hills properties identified on the preliminary mapping shown in the Act 537 Plan. Homeowners that received a letter regarding the meeting held on June 28, 2007 are included in the sewer extension project. Maps of project area are available to view at the Township Office. Note that maps provide a conceptual layout of the sewer lines. Exact locations will be determined during the design phase of the project. |
